Officials seek feedback on family programs

WASHINGTON, (12/15/09) - Defense officials have launched virtual "listening sessions" in hopes of gaining more insight into the effectiveness of military family programs, a Pentagon official said today.The anonymous, online survey solicits feedback from servicemembers and their families on the military's educational programs, support networks and other services.
"We hope to hear from a tremendous number of people and have the opportunity to hear from people with wide-ranging issues," said Cathann Kress, program lead for partnerships within the Pentagon's office of military community and family policy. "Whether you're a brand-new military family with no children or a military family with many years in with several children, we want to hear from you."
Servicemembers and their families are invited to participate in the survey at https://survey.vt.edu/survey/
The online component is an addition to the face-to-face listening sessions already being conducted on military installations throughout the world. The Defense Department and U.S. Department of Agriculture's National Institute of Food and Agriculture began conducting these discussion groups in October to help in determining the best way forward for military family programs, Kress said.
"We needed to hear from the people invested in the programs," she said. Past sessions have included leadership directly responsible for family programs and policies and frontline professionals who provide support at the local level, she added. Future sessions will focus only on servicemembers and their families.
Virginia Tech University faculty members have been conducting the face-to-face sessions. "It helps to have a neutral, third party so people can have a relaxed conversation," Kress noted.
Both the online and face-to-face listening sessions will wrap up in April. Officials will analyze the feedback and create a report that outlines trends and program gaps and offer future recommendations.
The report also will highlight the good-news stories, Kress said. "We'd like to know what programs families have used and are using, what have been helpful and how have they been helpful," she said. Finding out what's working can be just as beneficial as finding out what isn't, she added.
"This information will help us know what direction we need to go in," she said.
Officials will share the report with each service and their partners, Kress said. "We'll use it to help determine our priorities for the future, such as where to put resources."
The feedback also will be invaluable for officials who hear of issues through word of mouth, but don't have a concrete way of pinpointing the "big picture" problems, she said.
"We're hearing that there are a lot of programs out there, but those programs aren't communicated to the people who need them," Kress said. "Or, people are overwhelmed by information on programs and aren't sure which program to use when there's a need.
"We've heard this anecdotally, but don't actually know," she continued. "We hope we can gain a better understanding of what the issues really are. That understanding will enable us to better serve families."
Whether feedback is gained online or in person, "The goal is to hear from whoever wants to share," Kress said. "This is a wonderful opportunity for hear from our servicemembers and their families."
You Made the Grade program is for students in grades 1 through 12 for above-average academic achievement. Qualifying students can receive a booklet with various discount coupons on variety of items. To get the booklet, students must present a valid military ID card and proof of an overall "B" or better average to their local BX or PX.

Useful Info for Spouses
The President signed a bill Nov. 11 to help ease the strain on military families who frequently travel from state to state and country to country. President Barack Obama signed the bill, known as the 'Military Spouses Residency Relief Act,' as an amendment to the 2003 Servicemembers Civil Relief Act. The MSRRA allows military spouses to claim residency in the same state as their sponsor and retain that residency as long as the servicemember is in
the military. For more than 60 years, servicemembers have had the privilege of keeping
residency in the same state no matter where they traveled. This means servicemembers pay income taxes to their home state, and they don't have to change their driver's license or vehicle and voters registration during each permanent change of station. Spouses now have these same privileges. "Prior to the passage of the amendment, a servicemember's spouse had to change his or her legal residence with every (permanent change of station)," said Capt. David Cromwell, an assistant staff judge advocate at Incirlik Air Base. "Now, the spouse can retain the same legal residence as the active-duty servicemember so long as the spouse once shared that legal residency. This not only provides the military spouse with a stable legal residence, but also it has significant tax implications." Abbey Yates, the 39th Comptroller Squadron assistant and wife of 1st Lt. Kyle Yates of the 39th Security Forces Squadron, recently switched her residency back to her husband's home of record and said this bill will really help her in the years to come. "That will be the last time I'll ever have to do all that paperwork," Mrs. Yates said. "Not only do I get to keep my residency with a tax-free state, but I never have to do that paperwork during a PCS again. I'm really excited they passed this bill." There are states such as Texas, Florida, South Dakota, Washington and others that are well-known for being tax-free for their residents. "If a servicemember's spouse has ever been a resident of a tax-free state while married to the servicemember and is only absent from the state due to the servicemember's military duties, the spouse can now regain that legal residency," Captain Cromwell said. "Since income earned by a spouse will now be treated the same as military income, a spouse will only have to pay taxes
to his or her state of legal residency. If that state is a tax-free state, then the spouse does not have to pay taxes even when the income is earned in a state that has an annual income tax." A military spouse can now claim residency in the same state as their active-duty spouse regardless of their current residency as long as they have previously acquired that residency during some point of their marriage. "The law permits military spouses to reach back and regain that residency no matter how long ago it was," Captain Cromwell said. "However, the law does not create the right to pick, choose or claim just any state of legal residence. The spouse may only regain the right to claim the same state of legal residence as their military spouse if they had once established such residency. A spouse cannot just claim the active-duty member's legal residency based purely on the marital relationship." Although the MSRRA was passed to help relieve stress on military families during hectic times, remember there are requirements to changing your legal residency, Captain Cromwell said. "With these new changes, state tax authorities will most likely scrutinize our legal residencies since they will lose revenue," he said. "They will look at spouses and the active-duty member, since it is the active-duty member's status that determines whether or not the spouse is entitled to the protection. Military members and their spouses must maintain sufficient ties to their legal residence. Claims of changed residency that have no basis in fact may be viewed as fraudulent by state taxing authorities and subject the military family to significant additional taxes and penalties." While the main hospital reduces operations, the emergency room will be fully operational to manage emergency situations. The ER telephone number is (573) 596-0456. Chronic conditions or routine follow-up evaluations should be made through the GLWACH appointment system at 1-866-299-4234.
The Consolidated Troop Medical Clinic will be closed for patient visits Nov. 26. It will resume regular hours Nov. 27. Soldiers needing emergency medical care during this time should visit the emergency room.
Questions during this period should be directed to the GLWACH Staff Duty Officer at (573) 596-1784/1787 or to the emergency room staff.

"Making a Difference...One Patient at a Time."
The Army is introducing a new way for Families and friends to communicate with their loved ones who are deployed in support of Operation Enduring Freedom (OEF).
Beginning 1 December 2009 the Army will launch "HooahMail" as a pilot program for fast, easy, secure, letter-style correspondence to OEF deployed Soldiers. Based on a proven system used by the Marine Corps since 2003, HooahMail brings another method to keep in touch with military members in Afghanistan. From Stateside, HooahMail offers a computer based process which will generate a printed, sealed, letter-style document for direct delivery to forward operating bases throughout the OEF area of operations. This one-way system will allow secure download capabilities at selected OEF remote sites. These letters will then be printed on special equipment which will print, fold, seal and address the envelope for free delivery to OEF Soldiers. HooahMail will be distributed just like regular mail through unit mail-rooms. At sites which don't get daily postal mail service, HooahMail will offer a free, convenient way to communicate. This method could reduce delivery time in some cases from 14+ days to remote locations to same/next day service, with an average 4 days to all other locations in Afghanistan. HooahMail will augment traditional postal letter mail service.
Funded by Department of the Army, and supported by the current postal command structure, HooahMail offers a new and exciting way to strengthen communications to our OEF Soldiers. As the Holiday season approaches we have very little "fun stuff" on our schedule, and after speaking to SSgt Peterson and Lora Lee this morning we have come up with a couple ideas. I know that a lot of us are traveling for X-mas, but for those of us that are staying behind we are thinking about sponsoring a ski/snowboard package to Hidden Valley. This would continue at least one a month until the season is over. This event is still under consideration but I wanted to get some feedback to see if anyone would be interested in this.
If there are any other ideas on ways to spend all that cash we have, please shoot me an email and me and SSgt Peterson can do some research on how much it would cost BOSS, and so on and we can bring it up at the next meeting.

FALLS CHURCH, Va. - November is the Month of the Military Family, but military families face stress all year long. It doesn’t hurt to get help.
From deployment worries to strained relationships to dealing with a tragedy, TRICARE is testing a new video counseling service to help military members and families see “eye-to-eye” with their problems. The TRICARE Assistance Program (TRIAP) is just one of several ways to get convenient, confidential help through a licensed behavioral health counselor.
Services are available to any active duty service member (ADSM) in the United States, their spouse, and other eligible family members 18 years of age or older. All that’s needed is a computer, Webcam and the associated software.
TRIAP “visits” are unlimited and include assessments, short-term counseling and, if the TRIAP counselor determines more specialized care is necessary, referral to a more comprehensive level of care. Get details and get linked up to the appropriate TRICARE region at http://www.tricare.mil/TRIAP
The program is also open to those military members in the Transitional Assistance Management Program (TAMP) or to members of the Selected Reserve who are in the TRICARE Reserve Select plan.

Also, there will be an option to stay at a hotel room at the Lake for around $70 for the night so individuals are not concerned with traveling home that night.
